In fact, that's rather unfair! France is actually a very technologically advanced nation, it's just that you don't see it that often in La Creuse!
This is the west side of the 15/18th century tower of the church of Notre Dame, Le Grand Bourg, cocooned in plastic & aluminium scaffolding, and adorned with, what is now, the ubiquitous electric hoist. Imagine, for a moment, the reaction of the original masons if they had seen such a machine as this. They would either have condemned it as the work of the Devil, or, more practically, enthusiastically seen it as another example of the hand of God Almighty!

Whatever, the restoration of this building is now going on apace. Quite who is footing the bill for this is a mystery, churches in France are owned by the state, and their upkeep is the responsibility of the local authorities, and ultimately, the ratepayers. Of course, there is a source of Central Government funds, much like the old Ministry of Public Buildings & Works in the UK, now English Heritage I suppose, but either way, I don't imagine this is going to be exactly cheap!
