Poarch Band of Creek Indian’ (PBCI) Tribal Member Lori Sawyer used a view similar to this to paint the original artwork for the 2006 American Indian Heritage month poster showing children playing in the magnolia tree lined Big Escambia Creek that runs through the Poarch Band of Creek Indian’ (PBCI) Magnolia Branch Wildlife Refuge (MBWR), near Atmore, AL, on Saturday, April 5, 2014. Unfortunately, heavy rains the week prior, washed away the landing and stairs normally used to get to the water’s edge. U.S. Department of Agriculture (USDA) Natural Resources Conversation Service (NRCS) Tribal Liason David Elliott was present and took photos to help report the damage for consideration for the Emergency Watershed Protection Program (EWP). Through EWP, the NRCS may pay up to 75 percent of the construction costs of emergency measures. Ninety percent may be paid for projects within limited-resource areas as identified by U.S. Census data. The remaining costs must come from local sources and can be made in cash or in-kind services. All EWP Projects must reduce threats to lives and property; be economically, environmentally, and socially defensible; be designed and implemented according to sound technical standards; and conserve natural resources. Unlike many other eastern Indian tribes, the Poarch Creeks were not removed from their tribal lands and have lived together for almost 200 years in and around the reservation in Poarch, Alabama. The Poarch Band of Creek Indians is the only federally recognized Indian Tribe in the state of Alabama, operating as a sovereign nation with its own system of government and bylaws.
