The cameras designed by Siemens AG and supplied to TfL by Unex Traffic are much more than merely ANPR (automatic number plate recognition) capable
 
These ULEZ Scameras were designed for road charging schemes, essentially “Pay per mile” road tax
 
The design ethos enables the CCTV cameras to be used to charge specific vehicles for road use according to time and distance travelled and also according to how many passengers are within the vehicle, to encourage car sharing for example
 
However, alongside the infrared ANPR camera is a high definition video “evidence camera” which can transmit high quality live video streams back to control centres at TfL & Scotland Yard where Facial recognition technology can be implemented, the dystopian future Orwell wrote about is finally here, in a cashless future the state can defund, debank and effectively mobilise any citizen
 
Chinese communist party “social credit systems” use exactly these technologies to limit freedom, mobility and funds from citizens who don’t think the way the state wants them to
