This site has been out of commission for the past 2-months. I see this quite often and can only surmise it's the result of a stop work order (SWO).

A project owner, inspector, or government agency may issue a stop work order (SWO) if they find unsafe conditions or work practices at a construction site. SWOs can be full, prohibiting all work except for remedial work, or partial, prohibiting work in certain areas or types of work. The goal of an SWO is to protect workers, residents, the public, and buildings and properties. Contractors or property owners who ignore an SWO and continue working may face financial penalties.
