            This scene from Spencer, Indiana is not uncommon for residential areas in small, incorporated towns in rural Indiana.  The long, steady decline of decent paying jobs in rural areas has resulted in an equally steady exodus of people to urban areas in search of higher paying jobs and a better quality of life.  As a result, small towns have little revenue to maintain basic infrastructure like roads, sidewalks, sewers, parks, pools, and so on -- let alone adequate pay for fire, police, and emergency services.  The result is a quiet rural catastrophe, that gets worse as time passes.
