Si va verso la fase 2 che partirà lunedì 4 maggio, con le regole previste dal dpcm del premier Conte e le ordinanze regionali firmate dai Governatori. L’esecutivo è al lavoro sul nuovo decreto con le misure economiche per famiglie, imprese e lavoratori: fino a 1000 euro di bonus, reddito di emergenza e cassa integrazione prolungata. 
Con la fase 2 a partire dal 4 maggio "inizia il secondo tempo di una partita che non sappiamo quanto durerà e quando finirà". Lo ha detto in conferenza stampa il commissario straordinario per l'emergenza Coronavirus Domenico Arcuri, invitando tutti gli italiani a "non dimenticare i sacrifici fatti nel primo tempo". Arcuri ha quindi esortato i cittadini a "fare la loro parte. Noi abbiamo fatto la nostra parte, adesso tocca a voi. Serve grande senso di responsabilità".
