Agent James McLaughlin organized a group of Standing Rock residents to portray a “Parade of Civilization” as part of the North Dakota Territory Constitutional Convention in Bismarck. He dressed Chief Hairy Chin as Uncle Sam and asked him to lead the “parade.” Hairy Chin led the parade but died two days later at Standing Rock. As D.F. Barry noted: “Never again will they get a Sioux to parade as Uncle Sam.”
