While it is doing well on low-productivity 'non-tradable' activities hospitality, the arts, entertainment and leisure - in Cities Outlook 2022, Paul Swinney commented that, along with other regional cities, 'Manchester's productivity looks much more like Cumbria's than Bristol's, and trails far behind Munich's'. It blames not the council but the government grip on Greater Manchester's finances, the same rigged game that the chamber of commerce appealed to Margaret Thatcher to change back in 1986.
