Evan has a better "context" image here, although the building isn't quite complete there.

Note how the fence implies an upside-down arcade, a convenient shape when you want to create gated access to the ground-floor residences. The combination of the arcade and the grid of rectangle-windows above calls to mind the architects' relationship to Aldo Rossi - there's probably a nice essay in that but I'm not knowledgeable enough to write it.

Another thing the fence does is vaguely evoke vegetation, like some kind of flattened-out hedge. It's not overtly representative, but the idea comes through clearly in one of the images at the project's promotional website - image #3, where you see from the rear courtyard through the unit to the front - there's a definite parallel between the actual vegetation in the back and this stuff here.
