Hyakunin Isshu No.99 of Yoga Promenade

The poet is Go-toba-in. He is Retired Emperor Go-toba. He is known not only for his poetry but also for his mastery of the kemari (a type of kicking ball game). He also had strong political ambitions. After the third Shogun Sanetomo, the poet No.93, was murdered, he challenged the Kamakura Shogunate in the Jokyu War. The Shogunate's retainers were shaken for a moment, but Hojo clan restored their unity, and defeated Retired Emperor Go-Toba. After the war, he was exiled to Oki Island.

This poem was created nine years before Jokyu War. In the poem, he feels both love and resentment towards people as he worries about the world that doesn't go the way he wants it to.
