This is a shot of the old city hall of The Hague. The decoration is made by Jan-Baptist Xaverie, Born in Belgium (1697), and died in The Netherlands (1742). The (difficult to read) year is 1734, also his name is on the monument. 

Xavery came from an Antwerp family of sculptors: he was the son of Albert Xavery, nephew of Pieter Xavery and grandson of Jeronimus Xavery, who were all sculptors. After being trained by his father, Xavery went to work in Vienna and later in Italy. In 1723 he ended up in The Hague, where he became court sculptor to stadtholder Willem IV. In 1725 he was admitted as a 'master' to Confrerie Pictura. He mainly made portrait sculptures in terracotta, ivory and marble.

There are much older monuments in the city, but I like this one best. The stork is the city symbol of The Hague.
