            Since 1997, a program has been launched in Moscow to demolish five-story panel buildings from the first period of housing construction.
The five-story buildings themselves were actively built from the late 50s to the early 60s in Moscow and throughout the USSR during the reign of Nikita Sergeyevich Khrushchev, and such buildings were popularly nicknamed "Khrushchevka"

then in the late 50s and early 60s in Moscow there was mass housing construction then many Muscovites moved from barracks and communal apartments to separate apartments in typical panel five-story buildings. There were no elevators in the panel five-story buildings, but in some series of five-story buildings there is a garbage chute. But the apartments in the five-story buildings themselves are quite cramped. And since 1997, the former mayor of Moscow, Yuri Luzhkov, has started a program to demolish panel five-story buildings of the housing construction period. Residents of those being demolished received new apartments in new multi-story buildings in the same area of Moscow or in a neighboring area. Demolition of five-story buildings is carried out by an excavator with hydraulic shears, and demolition of old buildings with a wrecking ball is no longer carried out
