Scale insects (Coccoidea, Homoptera) on Coyote Bush (Baccharis pilularis, Asteraceae)

            I've noticed a native Coyote Bush (Baccharis pilularis) in the Asteraceae plant family turning black with a fungus, and I discovered why today .  There is an infestation of Scale insects on the shrub.  They are  superfamily Coccoidea and maybe family Coccidae in the order Homoptera.  Creepy, and there's not much to do about it.  (San Marcos Pass, 20 February 2012)

I suspect those larger black lumps on the twig are older scale insects.
